PowerPhone - 911 image messaging system

Not so much a send and receive system, but PowerPhone is a new system that allows people to send photos to 911 and have it automatically inserted into a log of the call. It works by having the caller speak to the 911 operator first, then the operator sends an email msg to their phone, and the user responds to the email msg with a photo. Sounds pretty complicated and I can't imagine people being able to figure it out for the first time while they are in a state of panic. But the system is this complicated in order to prevent people from pranking 911 by just sending it images.
